Public procurement is an opportunity. But also bureaucracy and obligations
I have spent more than 15 years in public procurement — both on the side of major contracting authorities, including Czech Television and Czech Post, and representing suppliers in preparing bids and protecting their rights. Experience from both sides means I know exactly where the most common problems arise in practice, and how to prepare a bid that holds up not just commercially, but formally and legally too," says lawyer and public procurement expert JUDr. Bc. Matej Šandor, Ph.D., MBA.

A public contract is the mechanism by which the state, regions, and municipalities purchase supplies, services, and construction works. The rules are set primarily by Act No. 134/2016 Coll. on Public Procurement. For you as a supplier, this represents an opportunity – but also a requirement to follow a precise process.

Below-threshold small-scale contracts

Up to CZK 3 million (supplies/services) or CZK 9 million (construction works). The contracting authority follows internal rules

Sub-threshold public contracts

From the small-scale threshold up to the EU threshold. Procurement procedure under the Public Procurement Act – most commonly the simplified sub-threshold procedure. A stricter regime where the outcome is often decided by the details

Above-threshold public contracts

Exceeding EU financial limits. The strictest rules – longer deadlines, broader obligations. The most complex procurement procedures require experienced legal and strategic support

Frequently asked questions

Detailed guide to public procurement (PPA)

How much does bid preparation cost?

The cost depends on the scope and complexity of the contract. Before we begin, we tell you what it will cost — and we agree on it upfront. For simpler bids we work on a fixed fee; for more complex ones, on an hourly rate.

What is the deadline for filing objections against a public procurement decision?

In most cases, the deadline is 15 days from the date the contracting authority's decision was received, or from the moment you became aware of the legal violation. Missing the deadline typically means losing the ability to challenge the decision before the Office for the Protection of Competition.

Schedule a consultation

What happens if I don't file objections in time?

In most cases, you lose the ability to file a review application with the Office for the Protection of Competition. Without timely objections, the Office will reject your application as inadmissible. Act quickly.
