The Unified Monthly Employer Report (JMHZ) will replace forms – new developments in labor law for 2026
The new law on the unified monthly employer report will significantly impact how you report on your employees in 2026.
The current obligation to submit a number of different forms will be replaced by the unified monthly employer report (JMHZ), which aims to increase clarity, streamline processes, and reduce administrative errors.
Employers will submit the JMHZ exclusively electronically to the CSSZ using one of three available methods:
API (application programming interface),
data mailbox,
form on the CSSZ ePortal.
Key changes to the JMHZ in practice
JMHZ – consolidates existing reports into a single form.
New employee identifiers – instead of a birth number, an employee personal identification number and an employment identifier will be used.
A new registry of employers and a registry of employees are being introduced, which will contain information for the purposes of the JMHZ. These will be managed by the Ministry of Labour and Social Affairs (MPSV).
Be prepared for the new law governing offenses
The new law introduces a number of new offenses. The most serious of these are failing to register in the registry of employers and failing to register an employee in the registry of employees. Please note that fines of up to CZK 100,000 can be imposed for these offenses.
For the failure to submit the unified report itself, the law provides for a fine of CZK 5,000 for each instance involving a single employee.
