The new Prague Metropolitan Plan – what changes will affect developers and landowners
The deadline for submitting objections to Prague's new Metropolitan Plan is December 3, 2025. For developers, investors, and landowners, this may be the final opportunity to influence changes that will fundamentally alter construction conditions in the capital. What exactly is changing?

What does the Metropolitan Plan change?

Over the past few weeks, we have been reviewing the new plan with our clients and evaluating its impact on their projects and properties. It is quite easy to find yourself in a situation where a tram loop is built across the street without you even knowing about it. The Metropolitan Plan is the biggest change for Prague in the last decade. It will replace the original land-use plan from 1999 and introduce entirely new rules for building permits.

Key changes:

Height limits
In many locations, there is a drastic reduction in permissible building heights.

Public infrastructure projects
The new plan designates locations for tram loops, schools, parks, and other public infrastructure.

Developable areas
The redefinition of developable areas can change what you can and cannot build on your land.

Current status as of November 24, 2025

Following the publication of the revised proposal, the first repeated public hearing took place on November 19, with a second one to follow on November 26.

Check how the plan affects you

The plan is fully digital, allowing you to display various map layers, which makes working with it significantly easier. You can view areas designated for development, transport infrastructure, and a map regulating building heights. This makes it easy to find out if the changes will affect you.
